Importing cars to Ecuador, used cars Ecuador Taxes and procedures

In general for the importation of used cars and trucks to Ecuador is not possible except in certain situations but that it is new or acquired in the last year. This is the rules governing in Ecuador for the motor input vehñiculos as COMEXI Resolution No. 184 (Official Gazette No. 57, April 8, 2003):

Article 1 .- Imports of automobiles and other land vehicles, parts and accessories, shall be governed also by the following provisions: a. It allows the import of motor vehicles, and other land vehicles, provided they are new and model year corresponding to year of importation or the immediately preceding year or the year after import. Model year vehicle will be verified by the Vehicle Identification Number (VIN). To determine the year of importation of the vehicles mentioned above, will be the date of shipment. Not considered as new vehicles those whose records indicate another condition. b. It allows the import of parts and accessories of motor vehicles, and other land vehicles, provided they are new. c. For purposes of environmental protection, imports covered by this Resolution shall comply with all applicable standards for force protection in Ecuador.

In accordance with the Law to Promote Investment and Citizen Participation (Law No. 690, Official Register No. 144 Aug. 18, 2000), which amended the Law on Land Traffic and Transportation, these imports must meet the following : Article 50 .- In order to ensure the process of fleet renewal and maintenance in conditions which ensure the quality levels of air we breathe, the environment surrounding it and the safety of users is strictly prohibited importation of vehicles, engines, spare parts, machinery and tires, used, referring exclusively. Exceptions to this provision imports of special purpose motor vehicles: fire trucks (subheading 8705.30.00); road sweeper, sprinklers and the like, for street cleaning (subheading 8705.90.10); mobile radiological (subheading 8705.90. 20), the National Tariff and medical vehicles properly equipped, properly equipped ambulances, garbage and agricultural tractors, by donations from abroad are made at state institutions or private non-profit, for especially to cover health services, food, technical assistance charity, healthcare, education, scientific research and cultural. Such goods must comply with all technical standards, national and international standards of environmental protection in force in Ecuador. These imports will be authorized by the Board of Foreign Trade, COMEXI, which also will determine the quota or number of units used and should verify that the donated goods are compatible with the activity of the recipient institution. Likewise excepted imports of road equipment, agricultural equipment, components and accessories of heading 84.29, 84.30, 84.31, 84.32 and 84.33, National Tariff, also subheadings 8701.10.00, 8701.30.00 and 8701.90.00 , National Tariff, used or refurbished. To be imported, the goods must be certified by a verified at source, in the sense that they are in perfect working order. The manufacturer in the country of origin and its distributor in Ecuador should offer the provision of spare parts. Such goods must comply with technical standards, national and international standards of environmental protection in force in Ecuador. In general these imports will be regulated by the relevant regulations, approved by COMEXI, which also will determine the quota or number of units used which may be imported. As a transitional measure to the Law on Land Traffic and Transportation, included: Until 30 June 2001, is empowered to transport legally registered cooperatives, the import of vehicles for public transport, taxi cab and chassis without three years of use, provided they have a dealer in Ecuador and the timely and sufficient supply of spare parts for such vehicles. These vehicles must comply with environmental protection in force in Ecuador and will be approved by COMEXI, which also will determine the quota or number of units that may be imported.
